Hiring's reshuffling

+ Staffing hours hit a '26 high and 2021 bill rates

In partnership with

Signal Summary: Employers worldwide are rewriting job descriptions faster than they're growing headcount, staffing hours just posted their best week of 2026 on the back of industrial and IT, and two public staffing firms are proving that a healthy-looking markup can still starve you. Also, one candidate had the single greatest first-day excuse in recruiting history.

HERE’S WHAT HAPPENED LAST WEEK ↓

SIGNAL 1
Employers Aren't Hiring More, They're Hiring Different

The data:

  • Global hiring outlook climbs to 29%, up two points from last quarter

  • 63% of employers adding staff say it's because roles and skills are shifting, not because business is booming

  • 43% plan to add headcount in Q4 versus 14% planning cuts

  • Americas leads every region at 36%, with the US matching it

What's really happening: Entry-level hiring is actually rising, 45% up versus 20% down, which means AI is reshaping jobs, not deleting them. Time to hire isn't improving either. 30% say it's gotten slower despite all the AI hype.

Signal → Strategy: Pitch skills-based contract placements over headcount replacement. Clients aren't expanding teams, they're rebuilding them. Position your bench as pre-vetted talent for roles that didn't exist last year.

SIGNAL 2
Industrial And IT Are Carrying The Whole Industry On Their Backs

The scoreboard:

  • US staffing hours hit a fresh 2026 high, up 10% year over year

  • Industrial staffing hours surged 16% year over year, its own new high

  • IT staffing hours climbed 6% year over year, also a new high

  • Office and clerical staffing fell 7% year over year, the lone laggard

The disconnect: Manufacturing clients and data center buildouts are quietly propping up the entire indicator while desk jobs keep shrinking underneath it.

Signal → Strategy: Shift recruiter capacity toward industrial and IT desks now. Reallocate away from office and clerical before that segment drags down your whole book's numbers.

SIGNAL 3
Your Markup Math Is Lying To You

The math nobody checks: A 50% markup feels like a 50% margin. It's actually 33%, and that's before burden costs eat another 10 to 15%.

The proof:

  • Robert Half's gross margin slid from 42.7% in 2022 to 35.5% in Q2 2026, net margin fell from 9.1% to under 2%

  • Kforce saw the same story, just gentler, net margin down to roughly 3.5%

  • Benefit costs rose 3.8% last year while commodity bill rates stayed frozen in 2022

Signal → Strategy: Audit your top five accounts for real net margin. Anything under 4%, bring the client a data-backed rate conversation or cut the account loose.

The Setup: Background check came back clean. Candidate was set to start his first day like any other new hire.
