Why it matters: The CEO's quote basically says it out loud, you can't outsource AI transformation to software, you need people who can build and run it. That's a staffing pitch disguised as a mission statement.

Signal → Strategy: Build an internal AI-delivery bench now. Firms that can staff implementation talent, not just headcount, will out-earn pure placement shops as this demand keeps compounding.

60% want to hire, 44% literally can't

The gap: Hiring optimism is still high, but it's getting harder to translate into actual headcount.

The numbers:

  • 60% plan to increase headcount, down from 66% last fall

  • 44% currently have open roles they can't fill, up from 36% and the highest since Spring 2023

  • 49% say navigating AI in hiring is their top expected challenge

  • 42% say finding qualified candidates is next

Translation: Companies want bodies; they just can't find the right ones, and now AI tools are adding confusion instead of clarity.

Signal → Strategy: Cold call companies sitting on stale reqs, not companies that just announced growth. The unfillable-role list is your prospect list. Lead with "we solve mismatch," not "we solve headcount."

The confession: Nearly two-thirds of CEOs now worry they're underinvesting in AI, according to Cisco's survey of 2,500 CEOs across 23 countries.

The cracks:

  • 40% rank infrastructure modernization as their top 2026 priority

  • Fewer than 1 in 4 say their networks are fully AI-ready

  • Only 19% say their data is fully centralized and accessible

  • 72% still expect humans to oversee AI systems through 2030

The catch: Boards approved the AI budget. Nobody approved the plumbing.
