What's really happening: Robert Half beat Wall Street forecasts despite a 2.8% revenue drop, an improvement over Q1's 5.6% slide. BMO analyst Jeff Silber says there's typically a two to three quarter lag between blue-collar and white-collar recovery, and blue-collar turned months ago.

The scoop: 66% of hiring managers plan to grow permanent headcount in the second half of 2026, up from 57% a year ago. But 58% also say finding qualified talent is harder than last year, and skills shortages are already breaking things.

The damage (in a good way): US staffing hours jumped 9% year over year, the strongest growth since August 2022. Industrial staffing led the charge at 16%, its best mark since 2021, fueled by manufacturing, logistics, and data center demand.

  • Commercial hours up 12% year over year

  • Professional hours up 6%, confirming Signal 1's turnaround story

  • Office/clerical staffing still down 5% year over year, the lone holdout
